It all started when we realized that getting national telephone connections takes several years. The Government opened up the sector to private investment in 1994. Several companies came in and invested heavily. Then it was realized that due to the heavy cost of bidding, the operators were not able to invest and grow and now a large number of legal cases are pending in various courts.

During the current decade, there has been an exponential growth in the telecom sector, especially in wireless. Telecom users also view the telephone as not only a tool for communication, but also a tool to impart education and entertainment. The mobile network has become a forum to promote common interests, ideas and goals. There is an understanding that everybody should have the opportunity to connect with the world beyond their geographical boundaries.

The 1990s saw a big dose of privatization in the telecom sector. Country after country invited private telcos to invest and provided various incentives for their growth. The sector moved from monopoly to duopoly to multipoly, and in case of India, about 13 telecom operators competing for subscribers. Private telcos brought in tremendous development. In India in the last10 years subscribers have increased to 560 million.

Noble Laureate Rabindranath Tagore composed a short but evocative poem in 1929 about Korea's glorious past and bright future. He wrote:

"In the golden age of Asia Korea
was one of its lamp bearers,

The enduring philosophy of the Buddha, which has influenced the lives and thoughts of the people of the two countries, has also provided a strong link. The rationale for a close relationship between India and South Korea has been reinforced in modern times by political and economic imperatives.
